PCB Outsourcing

I am a business writer and piecing together a white paper on PCB outsourcing. What are the top 4 or 5 criteria used to determine where to outsource assembly of printed circuit boards?

From my perspective the top 4 or 5 items to consider for outsourcing printed circuit board assembly are the following not necessarily in the order presented.
  1. Financial control of cost of component placement, cost of materials product and finish cost of product.
  2. Ability to deliver quality product in a timely fashion.
  3. Quality systems within facility to monitor quality cost and process yields, including an internal cost savings program.
  4. Qualified and certified personnel working on the product including engineering staff to work assembly drawing issues and interpretations.
  5. Close business relationship with customer utilizing dedicated service managers working with individual customer.
