Soldermask Insulation Issue
We have an unusual component situation. A long lead on an SMT component is overhanging the pad.
Can solder mask in this area provide an acceptable level of insulation between the overhanging component lead and a circuit conductor running below?

No. Solder masks are not designed as dielectric insulators.

The pcg needs to be re-engineering for the component to sit on the pads correctly. This should fix any issues with overhang.
Is this a new vendor for this component, if so does it have the same footprint as the old one?
Another thing to remember is if there is ever a component change on the B.O.M. the PCB may need to be redone for that component.
