Lifecycle Standards
I am looking for standards or data on electronic assembly failure rates within a products' lifecycle--such as data that shows where, in an electronic assembly's lifecycle, a product is most likely to fail.

The Mil standards use to have some very detailed information on product usage, environment and failure rates. Mil Std handbook 217 comes to mind.
Failing this I would check conference proceedings for relevant papers. Run a search and you will find databases of technical papers like IEEE-Explore and IMAPS-Iknow microelectronics.
