Conformal Coating Specification Violation
Is it a violation of any specification to avoid conformal coating encapsulated components and masked areas of the PCBA?

The amount and coverage of conformal coating is and must be based upon the product design criteria.
For example IPC-A-610 D on page 10-51 states in the Acceptable Class 1, 2, 3: second bullet, - Coating only in those areas where coating is required. This is determined by the design criteria of the product and again should be defined on the Master Drawing.
